Upgrade Your Commercial HVAC System and Save Up to 60–65%
For many small business owners, replacing a commercial HVAC system is one of those projects that keeps getting delayed. Not because it is unnecessary, but because the cost feels too high.
A new commercial HVAC system can cost tens of thousands of dollars. So instead of replacing old equipment, many businesses keep repairing it year after year. At first, that may seem like the easier choice. But over time, aging HVAC systems usually become less reliable, less efficient, and more expensive to operate.
Energy bills rise. Comfort becomes inconsistent. Repairs become more frequent. And when the system finally breaks down, it often happens at the worst possible time.
Most business owners are not avoiding an upgrade. They simply need a more affordable way to do it.
That is where the Pepco Small Business HVAC Incentive Program can help.
For qualifying Maryland businesses, this program can cover a significant portion of the cost to replace aging HVAC equipment with approved high-efficiency systems. In many cases, Pepco incentives may cover approximately 40% to 65% of the total project cost, making replacement much more affordable than many owners expect.
Instead of continuing to spend money on repairs, many businesses are using the program to upgrade to systems that are more reliable, more efficient, and less costly to operate long term.
This guide explains how the program works, what your business may qualify for, and how to get started with a free on-site evaluation.

How Much of Your HVAC Upgrade Cost Can Pepco Cover? And How Much Do You Actually Pay Upfront?
One of the first questions business owners ask is:
“How much will Pepco actually cover?”
The answer depends on the project. System size, equipment type, efficiency rating, existing equipment condition, and overall project scope all affect the final incentive amount.
In many qualifying projects, Pepco incentives commonly cover about 40% to 65% of the total HVAC replacement cost. For some businesses, that can turn what would have been a major capital expense into a much more manageable investment.

Another important detail is how the incentive is applied. The incentive is typically paid directly to the participating contractor through the Pepco program. That means the business owner is responsible only for the remaining project cost after incentives are applied.
Some qualifying businesses may also have access to the Pepco Small Business Energy Advantage financing program, which may offer 0% interest, 0% down payment, and repayment terms of up to 24 months.
This can be especially helpful for businesses that need to upgrade but want to protect cash flow. In some cases, the energy savings from the new high-efficiency system may help offset part of the monthly financing payment.
A high-efficiency HVAC system may also reduce future repair costs, emergency service calls, energy waste, and long-term operating expenses. For many businesses, replacing an aging system before it fails can cost less than waiting for a major breakdown.

Is the Pepco Small Business HVAC Incentive Program Legitimate?

Yes. The Pepco Small Business HVAC Incentive Program is an energy-efficiency initiative that helps qualifying Maryland businesses replace outdated HVAC equipment with approved high-efficiency systems.
The program is funded through EmPOWER Maryland, a statewide initiative created to reduce electricity consumption and improve energy efficiency across Maryland.
Through this program, Pepco provides financial incentives that help lower the cost of installing qualifying energy-efficient commercial HVAC systems. The goal is to help businesses reduce energy use, lower operating costs, improve indoor comfort, upgrade aging equipment, and reduce strain on the power grid.
However, not every HVAC system qualifies. Equipment must meet specific energy-efficiency requirements, and projects must be submitted correctly through the program.
That is where working with an experienced participating contractor matters.
SuperTech HVAC is a Pepco Small Business participating HVAC contractor. We help business owners with the evaluation, rebate eligibility check, paperwork, installation, and final testing process from start to finish.
Success Story I: Takoma Park Donut Place HVAC Upgrade

A Dunkin’ Donuts owner in Takoma Park, Maryland recently upgraded an aging commercial rooftop HVAC unit through the Pepco Small Business HVAC Incentive Program.
The old unit had become inefficient and unreliable. It was causing uneven indoor temperatures, higher energy bills, and comfort issues that were starting to affect daily operations.
After evaluating the building, SuperTech HVAC recommended replacing the old rooftop unit with a new high-efficiency system that qualified for Pepco incentives.
Project breakdown:
Total HVAC project cost: $40,000
Pepco incentives: $28,000+, close to 70% of the total project cost
Business owner out-of-pocket cost: $11,000+, about 30% of the total project cost
The business owner also qualified for 0% interest, 0% down payment financing through the SBEA program. Instead of paying more than $40,000 upfront, the owner paid nothing upfront and financed the remaining balance through the monthly Pepco bill.
Business owner monthly payment: just $468/month for 24 months
With the combination of Pepco incentives and financing, the owner was able to complete a major HVAC upgrade while keeping monthly costs manageable.
Before the upgrade, the old rooftop unit was outdated, inefficient, and struggling to maintain consistent comfort. After installation, the new high-efficiency rooftop system delivered improved cooling performance, more consistent indoor temperatures, lower projected energy use, better reliability, and reduced long-term repair risk.
For many small businesses, this type of incentive program can turn a delayed HVAC replacement into a realistic upgrade.
Success Story II: Gaithersburg Nail Salon HVAC Upgrade

A nail salon owner in Gaithersburg, Maryland was considering replacing aging HVAC systems and had already received several quotes from other HVAC companies.
For a nail salon, indoor comfort and ventilation are critical. Customers need to feel comfortable, employees work long hours indoors, and unstable temperatures can affect the entire business experience.
Before contacting SuperTech HVAC, the owner received multiple estimates:

Other company A quote: $16,000

Other company B quote, standard system option: $20,000

Other company B quote, upgraded system option: $24,000
After completing an on-site evaluation, SuperTech HVAC helped the customer apply for the Pepco Small Business HVAC Incentive Program and recommended qualifying high-efficiency commercial HVAC equipment.

With Pepco incentives applied, the final customer price was reduced to less than $7,000.
SuperTech HVAC also helped with the permit application process, making the project easier and more convenient for the customer.
After hearing the final price and understanding the process, the owner was excited to move forward and said:
“Let’s replace both units together!”

Before the upgrade, the old HVAC systems were aging, less efficient, more expensive to operate, and becoming a long-term reliability concern. After upgrading, the nail salon benefited from a lower upfront replacement cost, better indoor comfort, improved efficiency, reduced breakdown risk, professional permit support, and a smoother overall process.
For many salons and small retail businesses, HVAC replacement can feel too expensive at first. But with Pepco incentives and the right participating contractor, a major upgrade can become much more affordable.
Success Story III: Rockville Beer & Wine Shop HVAC Upgrade

A beer and wine shop owner in Rockville, Maryland recently upgraded an aging commercial rooftop HVAC system through the Pepco Small Business HVAC Incentive Program.
The existing system had become unreliable and struggled to maintain stable indoor temperatures. For a beer and wine shop, temperature consistency matters not only for customer comfort, but also for proper product storage.
As the system continued aging, the owner noticed uneven temperatures, weaker cooling performance, rising energy bills, more frequent repairs, and higher operating costs.
After completing an on-site evaluation, SuperTech HVAC recommended replacing the old rooftop unit with a new high-efficiency commercial HVAC system that qualified for Pepco incentives.
Project breakdown:
Total HVAC project cost: $23,000
Pepco incentive: $11,000+
Business owner out-of-pocket cost: $11,000+
The business owner also qualified for 0% financing through the Small Business Energy Advantage program.
Business owner monthly payment: just $468/month for 24 months
By combining Pepco incentives with financing, the owner was able to replace the aging system while keeping the remaining cost manageable.

The old rooftop unit was outdated, inefficient, and struggling to maintain consistent temperatures. After installation, the new high-efficiency system provided more stable indoor temperatures, better customer comfort, improved product storage conditions, higher energy efficiency, lower projected operating costs, and stronger long-term reliability.
Success Story IV: Gaithersburg Clinic Office HVAC Upgrade

A traditional Chinese medicine clinic in Gaithersburg, Maryland recently upgraded an aging HVAC system through the Pepco Small Business HVAC Incentive Program.
The clinic’s old system struggled to keep treatment rooms and waiting areas comfortable, especially during busy appointment hours. For healthcare-related businesses, indoor comfort directly affects both patient experience and staff productivity.
The clinic was dealing with uneven temperatures between rooms, weak cooling during peak hours, rising energy bills, repair concerns, and reduced patient comfort.
After a full on-site evaluation, SuperTech HVAC recommended replacing the outdated system with a new high-efficiency split HVAC system that qualified for Pepco incentives.
Project breakdown:
Total HVAC project cost: $18,300
Pepco incentive: $11,500+, close to 63% of the total project cost
Business owner out-of-pocket cost: $6,800+, close to 37% of the total project cost
The clinic owner also qualified for 0% financing through the Small Business Energy Advantage program. Instead of paying the full project cost upfront, the remaining balance was financed for approximately $283/month for 24 months.

Before the upgrade, the system was aging, inefficient, and becoming less reliable. After installation, the clinic experienced more consistent room temperatures, improved patient comfort, better airflow, increased efficiency, lower projected operating costs, and improved long-term reliability.
For many small businesses and medical offices, programs like this can make a necessary HVAC replacement financially manageable.

Almost Another Success Story: Germantown Restaurant HVAC Replacement

A restaurant owner in Germantown, Maryland contacted SuperTech HVAC because his aging commercial HVAC system was close to failing.
After evaluating the project, SuperTech HVAC helped the business apply for the Pepco Small Business HVAC Incentive Program. Under the Pepco project, the restaurant owner’s portion would have been less than $8,000 after incentives.
The project was approved, and everything was moving in the right direction.
But while waiting for the new high-efficiency equipment, the old HVAC system failed completely.
Because the approved high-efficiency equipment was not immediately available from the manufacturer, the estimated lead time was approximately 1 to 3 months. By then, the weather was getting hotter, and the restaurant could not continue operating comfortably without air conditioning.
The owner could not wait for the Pepco-qualified equipment and had to replace the system immediately with standard equipment that was available sooner.
Project comparison:
Estimated customer portion through Pepco program: less than $8,000
Emergency replacement with standard equipment: $18,000
Additional cost from waiting too long: about $10,000 more
Equipment installed: standard equipment instead of high-efficiency equipment
This project was almost another successful Pepco incentive story, but it became a costly lesson.
The Pepco Small Business HVAC Incentive Program can significantly reduce replacement costs, but it is not designed for emergency breakdown situations. The application, approval, equipment ordering, and installation process all take time. High-efficiency commercial HVAC equipment may also have longer lead times depending on manufacturer availability.
For business owners with aging, unreliable, or frequently repaired HVAC systems, the best time to explore the Pepco program is before the system completely fails.
Waiting too long can cost much more in the end.
Waiting Too Long Could Cost More Than You Think
One Year Later: Real Energy Savings After the Upgrade

In September 2025, SuperTech HVAC helped a buffet restaurant in Oxon Hill replace an aging rooftop unit with a high-efficiency rooftop unit through the Pepco Small Business HVAC Incentive Program.
Like many older commercial HVAC systems, the existing unit still operated, but it had become less efficient over time. It was using more electricity and becoming more expensive to run.
After installation, the restaurant continued operating normally.
One year later, in 2026, the business owner shared utility bills so we could compare electricity usage before and after the upgrade.
Compared with the same period the previous year, the restaurant’s electricity consumption was approximately 14% lower.

Before the upgrade, the restaurant had an aging rooftop heat pump, higher energy consumption, increasing operating costs, and growing concern about future repairs.
After the upgrade, the restaurant saw lower electricity usage, improved heating and cooling efficiency, reduced operating costs, more reliable performance, and lower risk of unexpected breakdowns.
Many business owners focus only on the Pepco incentive when considering replacement. But the savings do not stop after installation.
A high-efficiency HVAC system may continue reducing operating costs month after month through lower energy consumption.
For this Oxon Hill restaurant, the benefit came from both a lower upfront replacement cost through Pepco incentives and ongoing energy savings after installation.
That is why many Maryland businesses choose to replace aging HVAC equipment before it fails completely.
Lower Installation Costs Today. Lower Energy Bills Tomorrow.
Only Approved Contractors Can Submit Pepco Incentive Applications

Pepco incentives are not contractor discounts. They are official utility incentives administered through Pepco’s energy-efficiency program.
To qualify, projects must be submitted through approved participating contractors who understand the program requirements.
SuperTech HVAC is a Pepco-participating contractor with experience in commercial HVAC incentive projects. We help businesses confirm rebate eligibility, select qualifying equipment, prepare application paperwork, submit incentive documentation, coordinate installation requirements, and complete final testing and verification.
Working with an approved contractor helps make sure the project is submitted correctly and meets Pepco’s program standards.
SuperTech HVAC’s 4-Step Process

Step 1: Free On-Site Evaluation
We visit your business to evaluate your current HVAC system and determine whether your project may qualify for Pepco incentives.
Step 2: Rebate Eligibility Confirmation
If your project qualifies, we calculate the estimated rebate amount and explain how much Pepco may cover.
Step 3: Application Submission
Our team prepares and submits the required paperwork for Pepco approval.
Step 4: Installation and Testing
Once approved, we schedule installation and perform complete system testing to make sure everything operates properly.
How the Application Process Works

The process starts with a free on-site evaluation. From there, SuperTech HVAC recommends qualifying equipment, estimates the rebate, prepares the application paperwork, and submits the project for Pepco review.
Once the project is approved, equipment is ordered and installation is scheduled. After installation, our team completes testing and final project verification.
Our goal is to make the process clear and manageable for business owners, especially those who have never used a utility incentive program before.
Who Installs the System?

SuperTech HVAC uses in-house commercial HVAC installation teams.
We do not subcontract our installations.
This allows us to maintain better quality control, consistent installation standards, clearer communication, higher accountability, and better project coordination.
Our commercial installation team works with rooftop units, split systems, heat pump systems, and dual-fuel HVAC systems. We also coordinate crane lifts, rooftop logistics, equipment staging, and system commissioning when needed.
How Long Does the Approval and Installation Process Take?

Project timelines vary depending on equipment availability, Pepco approval, and project complexity.
In general, evaluation and paperwork submission may take about 1 week. Pepco approval may take up to 4 weeks. Equipment lead time can range from 2 weeks to 6 months depending on manufacturer availability. Installation may take 1 day to 2 weeks depending on project size.
Because the approval and equipment ordering process takes time, this program is usually not ideal for emergency breakdown replacements.
Businesses benefit most when they plan ahead and replace aging systems before a major failure occurs. As the Germantown restaurant example showed, waiting until the system breaks down can lead to higher costs and fewer equipment options.
The Best Time to Start Is Before Your System Breaks Down
Am I Eligible for the Pepco Program?

Every project must be evaluated individually, but businesses are generally more likely to qualify if they are located in Maryland, use Pepco as their electric utility provider, have a commercial utility account, and are replacing existing equipment with qualifying high-efficiency equipment.
For financing, the account may also need to be active for at least one year and in good standing.
The easiest way to confirm eligibility is through a quick on-site evaluation.
Incentives Are Limited and First Come, First Served

Pepco incentive funding is limited each year.
Funds are generally distributed on a first-come, first-served basis until the annual program budget is exhausted. Businesses that wait too long may find incentives reduced or temporarily unavailable.
If your HVAC system is aging, inefficient, or requiring frequent repairs, checking your options early may help you secure available funding before it runs out.
